Ellsworth County Release Records Explained
A release means departure from the custody of the named agency. It does not always mean a return to the community. Someone can leave Ellsworth County Jail by bond, time served, dismissal, a probation disposition, transfer to KDOC, transfer to another jail, or another recorded event. Someone leaving Ellsworth Correctional Facility may enter mandatory postrelease supervision, receive parole under the older sentence system, reach discharge, or simply move to another KDOC institution.
The record must answer five questions: who was confined, which agency held the person, when that agency’s custody ended, what recorded authority or reason applied, and whether another agency received the person. Words such as “out” or “released” hide important differences. Use the exact release term from the sheriff, court, or KDOC record. Ellsworth County has no published local code list, so unsupported vendor labels should not be presented as county terminology.

A dismissal or acquittal may explain legal authority for release, but the sheriff’s timestamp still shows when the physical jail exit occurred. An order setting bond is not proof that bond was posted, processing ended, or another hold cleared.
Ellsworth County Release Record Fields
A focused county request should tie the release back to the correct booking and case. Not every field is guaranteed public or stored in one report. Still, asking for named fields helps the custodian separate the public administrative facts from investigative or otherwise protected material.

For KDOC, record the exact status, location, sentence or case data, supervision information, and date label actually shown. “Parole,” “conditional release,” “postrelease,” “discharge,” and “transfer” should not be collapsed into one generic term.
Note: A current roster can show present custody, but it cannot replace the dated historical release record after a person leaves.
Request Ellsworth County Release Records
For county custody, contact the Ellsworth County Sheriff at 212 N. Kansas Ave., Ellsworth, KS 67439, 785-472-4416. The official page publishes no records-custodian email, form, records hours, or local fee schedule. Ask how to direct a written Kansas Open Records Act request. A narrow request can name one person, approximate booking dates, and a case or booking number.
- Confirm the last known facility and collect stable identifiers. A name alone may match the wrong person.
- Ask for booking and release timestamps, recorded release type, destination or receiving agency, public bond fields, and a booking photo if disclosable.
- Request electronic delivery, an advance estimate, and contact before costs exceed a stated amount.
- If the agency delays or denies access, ask for the reason, earliest availability, or written legal citation required by the applicable rule.
- Send KDOC a separate request when the event belongs to state corrections rather than the county jail.
K.S.A. 45-218 requires action as soon as possible and by the end of the third business day. It does not promise production within three days. The response may produce the record, cite the legal basis for a requested written denial, or explain delay and give the earliest access time and place. K.S.A. 45-219 permits written requests, advance payment, and reasonable actual-cost fees for retrieval, review, redaction, and furnishing. If work exceeds five staff hours or estimated staff cost exceeds $200, reasonable contact about cost mitigation is required.
Ellsworth County Release Record Law
The Kansas Open Records Act begins at K.S.A. 45-215. Requests should target administrative booking and release facts rather than an entire criminal investigation. K.S.A. 45-221 identifies records that may be closed and requires attention to public and protected portions. Juvenile, expunged, medical, confidential-source, security, and other protected information may not be available.
No universal Ellsworth County retention period was found. If an old record is material, ask the custodian which retention schedule applies to that record series. Court and KDOC records may provide longer-lived evidence, but their public visibility can also change.
Expungement is a later legal event, not a synonym for release. Under K.S.A. 21-6614, common waiting periods run from sentence satisfaction or discharge from probation, community corrections, parole, postrelease, conditional release, or a suspended sentence. The statute has different periods and limits for different matters. A petition and court order are required. Portal nonappearance after an order does not prove that no earlier booking or release occurred.

Start with the last known custodian. An arrest by an Ellsworth-area officer does not prove booking at Ellsworth County Jail. Use the sheriff, case record, or booking number to establish the facility. For a county booking, call 785-472-4416 and ask whether the person is held now. If not, request the release date, type, and destination.

- Search the Ellsworth court case for bond, dismissal, sentence, probation, revocation, or prison commitment.
- Search KASPER if the person may have entered or left KDOC custody.
- Use VINELink for a participating agency event, KBI only for a qualifying registrant, and BOP or ICE only for the system actually involved.
Preserve the source, access date, status wording, and identifiers used. A conflict often resolves when each claim is rewritten with its custodian and timestamp. For example, “released from the county jail to KDOC” and “in KDOC custody” can both be accurate.

The Ellsworth District Court and sheriff publish adjacent addresses, 210 and 212 N. Kansas Ave., but their records answer different questions. The District Court docket can explain bond, dismissal, time served, probation, prison commitment, revocation, or later discharge. The sheriff record confirms the physical jail exit time and recorded type.
Search the Kansas District Court Public Access Portal and narrow by Ellsworth, case number, dates, and identity details. A docket label may exist without an online document image. A bond order may precede posting and jail processing. A prison sentence points toward a custody transfer. Compare the court action with the sheriff timestamp rather than using either record to claim a fact it does not contain.

Kansas uses separate systems after release. KDOC Parole Services handles parole, conditional release, and postrelease supervision tied to state sentences. Search KASPER first and contact that office when the record shows KDOC community supervision.
Court probation is not parole. Ellsworth District Court lists Probation Services at 785-472-3832. Central Kansas Community Corrections serves Ellsworth as one of five Twentieth Judicial District counties for adult felony intensive supervision. Its local role must remain distinct from KDOC parole.
KASPER also has parole and community-corrections absconder products. An absconder entry is an alleged supervision status, not proof of a person’s physical location or original release date. It should not be used alone as authority for arrest.
Ellsworth Release Alerts and Registries
The Kansas VINELink instance can supplement an agency check. Search a specific person, confirm identity and the reporting participant, and read the event label and time. A released or out-of-custody event means that participant no longer reports custody. It does not exclude transfer to another jail, KDOC, BOP, ICE, or USMS. Ellsworth County Jail participation should be confirmed in the live interface rather than assumed.
Notifications may be offered by text, email, phone, or in-app delivery. Registration can require a six-character confirmation code and a four-digit notification PIN. Save the PIN privately. For durable proof, obtain the named custodian’s release record after an alert.
The KBI Registered Offender Website is narrower. It covers people required to register for specified sex, violent, or drug convictions. The disclaimer says some data comes from registrants, may contain errors, and is updated every 15 minutes. A match does not establish the release date or type. A missing record says nothing about a person whose offense did not require registration.
Ellsworth Federal Release Checks
Federal and immigration searches apply only when the case or transfer actually involves those systems. The BOP Inmate Locator covers federal inmates from 1982 to the present. It supports register-number searches and name searches with filters. Results can show a release date and “Released” or “Not in BOP Custody.” BOP warns that another justice system may still hold the person or that supervision may continue.
ICE ODLS is a present immigration detention locator, not a release archive. A no-result can reflect release, transfer, removal, data lag, spelling mismatch, another custodian, or another limit. A county record showing transfer to ICE is evidence of an immigration-custody transfer, not community release. USMS manages federal pretrial prisoners and people in transit but has no historical locator comparable to BOP.
No official source established an Ellsworth County federal detention center or ICE contract facility. Do not use BOP, ICE, or USMS to answer an ordinary county booking question.

Ellsworth County Jail Release Scale
The county’s official sheriff page gives unusually specific local history. It says the jail was completed in 1981 with 12 beds plus a detox cell, then gained six metal bunks for a stated total capacity of 19. The same page reports an average of 14 people in custody per day. These figures describe the small county facility. They are not a live count, annual booking total, or annual release statistic.
That small jail sits in the same city as a large state correctional institution. The local scale makes the county-versus-state distinction crucial. A person leaving the jail for ECF has changed custodians, not necessarily returned to the community.
Ellsworth County Release Facilities
Ellsworth County contains one sheriff-operated county jail and two mapped components of the state correctional institution. Each uses a different verification route. No separate municipal jail, federal center, or ICE contract facility was confirmed from official sources.
- Ellsworth County Jail holds county detainees. The sheriff record plus the court case distinguishes a community release from a transfer.
- Ellsworth Correctional Facility is a KDOC state prison. KASPER and KDOC sentence or supervision records verify release, discharge, parole, postrelease, or transfer.
- Ellsworth Correctional Facility East Unit is a satellite of ECF. Movement between East, Central, or another KDOC institution is a transfer, not community release.
The official ECF page identifies the central prison and East Unit under KDOC.
A facility name should always accompany the release claim. “Released from ECF” may mean supervised state release, full discharge, or movement to another prison depending on the actual record.
Transportation After Ellsworth County Release
Rural transportation exists in Ellsworth County, but no documented jail-release shuttle was found. Kansas Rides lists countywide Council on Aging weekday service, Holyrood on-demand or as-needed trips that include Ellsworth, Wilson-area service, and regional OCCK coverage. None is represented as a guaranteed jail pickup.
Call ahead to confirm eligibility, reservation time, current fare, service area, and pickup location. The sheriff should confirm where a person exits before family or a driver selects a meeting place. No official research source states county jail release hours, a release door, family waiting area, property pickup procedure, medication process, or weekend timetable.
For ECF, a historical KDOC report described release planning topics such as papers, reporting instructions, medication, property, and money. Because that report dates to 2009, use those subjects as questions for current KDOC staff, not promised release-day services.
Ellsworth Release Sources Compared
The correct source depends on both custody type and time. Current custody and historical release are not the same search. County jail, state prison, court, and federal systems also cannot clear one another’s custody.

Q: What if two records seem to conflict? Check identity, source timestamp, update cadence, and event type. Report each agency’s finding separately. If uncertainty remains, contact the custodian instead of choosing the most convenient result.
Note: The most reliable conclusion names the person, custodian, event, date, and source without extending the record beyond its actual scope.
