ECF East Release Paths

ECF East belongs to Ellsworth Correctional Facility and is operated by the Kansas Department of Corrections. The research does not support treating it as a separate local jail. Movement from the satellite to ECF Central, another KDOC prison, or another state unit is a transfer. It is not a community release even when the person no longer appears at the East location.

A departure may also reflect parole for an eligible older indeterminate sentence, conditional release under that framework, mandatory postrelease supervision tied to a guidelines sentence, or discharge at the end of the applicable state term. Each status has a distinct meaning. The record should preserve KDOC's own label rather than reduce every movement to “released.”

Confirm ECF East Release

Use the KASPER search, not the Ellsworth County Sheriff, for the state custody record. Search by KDOC number when possible. If searching by name, compare aliases, birth or age information when public, conviction county, case information, and other identifiers. A common-name match is not enough.

1. Accept the KASPER disclaimer and locate the person through the KDOC number or a carefully narrowed name search.
2. Open the record and note the exact status, location, sentence or case information, supervision office, and date label shown.
3. Determine whether the new location is ECF Central, another KDOC institution, or a community-supervision office.
4. Keep the date viewed because KASPER updates each working day and a new event may lag.
5. Call KDOC Sentence Computation at 785-296-3317 when a future or changing date needs person-specific confirmation.

A missing KASPER result does not prove release. The portal is not a complete Kansas criminal-history source, and fields can differ by record. VINELink may offer a supplemental event when the live Kansas interface identifies a participating agency. It does not replace the durable KDOC record.

Important: Leaving the East Unit is not enough to prove freedom because the next location may be ECF Central or another prison.

ECF East Records Contact

The official KDOC facility page lists East as part of ECF. The Facility Map gives the East mailing address as P.O. Box 107, Ellsworth, Kansas 67439. It does not provide a separate East phone number. Use the main ECF line for current routing rather than inventing a direct number or assuming that an old property document supplies present contact details.

The official source confirms the unit relationship, but current custody and release status must come from the named person's state record.

Operational questions may go through ECF. Sentence dates belong with KDOC Sentence Computation, while supervision questions belong with the correct KDOC parole office after the record shows community supervision. A correction concern about public KASPER data can use kdoc_pub@ks.gov, as listed in the portal disclaimer.

A focused Kansas Open Records Act request may seek the public correctional fields for one named person. K.S.A. 45-221(a)(29)(A) lists specified disclosable information such as name, photograph and identifiers, sentence data, parole eligibility, custody or supervision level, facility or parole-office location, and other defined fields. Separate protected information remains subject to law.

ECF East Satellite History

A state property summary describes ECF East as an 11.1-acre satellite in southeast Ellsworth, normally associated with minimum custody, with a capacity of 95. The report said the unit was unoccupied at the time of that assessment inspection. That statement is dated. It cannot establish that the unit is closed now, nor can it prove the current population.

The dated observation is still useful for understanding the unit's role. It shows why East should not be turned into a separate county-style release page. Current status must come from KDOC. A resident's current record, not an old inspection snapshot, determines whether the person is at East, Central, another institution, under supervision, or discharged.

ECF East Search Fields

KASPER search controls include photo and thumbnail choices, last, first, and middle name, alias, and KDOC number. Advanced fields may include KBI state identification number, race, gender, birth date, age range, conviction county, parole-supervision county, and location. Ellsworth is available as a conviction and supervision county filter.

Do not promise that every record has each field. KASPER also warns that the date stored with a digital image may not be the photograph's capture date. Save the field label, its value, and the date accessed. That practice prevents a later update from appearing to contradict an undated note.

ECF East Date Verification

A displayed future date is not a guaranteed gate time. KDOC says release dates can change with good-time or program-credit earnings and forfeitures. Discipline, sentence corrections, court action, program completion, and other law may also affect the computation. Only Sentence Computation can authoritatively address a specific person's state calculation.

Parole eligibility also does not equal release. For an eligible older indeterminate sentence, it marks an opportunity for Prisoner Review Board consideration. A hearing list is not an approved-release list. A grant still does not establish the moment the person physically departs ECF.

The main ECF release page provides the Central facility address and broader institution context. Use it only as a sibling reference. The person-specific KASPER record remains the source for present state status.

ECF East Release Questions

A historical KDOC report described release planning topics that included papers, reporting instructions, medication, property, money, and other release information. Since that report dates to 2009, ask current staff which of those topics apply. Do not represent the historical list as a guaranteed package or current East Unit procedure.

Before an expected community release, confirm the status label and supervising office. Ellsworth County falls within the Salina Parole Office for KDOC supervision, but that does not mean every person leaving East reports there. The actual record and release instructions control. Court probation and Central Kansas Community Corrections are separate local systems and should not be called parole.

No official source states an East Unit release hour, release door, waiting area, transportation service, or property procedure. Families may ask ECF staff about those points. They should not wait at a guessed exit or assume rural transit will provide a prison pickup.
