K.S.A. 45-219 permits written requests, advance payment, and reasonable actual-cost fees for retrieval, review, and redaction.

The Ellsworth District Court is at the adjacent published address of 210 N. Kansas Ave. That closeness is useful for navigation, but it does not merge the records. The court docket answers why a release was ordered. The jail record answers when the physical custody event occurred.
For state-prison commitment, use the KASPER offender search. KASPER covers KDOC-operated or KDOC-funded cases and programs, not a person whose only event was a short county-jail stay. It updates each working day, so allow for lag after a transfer.
Ellsworth Jail Release Context
The sheriff's official history says the jail was finished in 1981 with 12 beds and a detox cell. Six metal bunks were later added, bringing the stated capacity to 19. The same page reports an average of 14 people in custody per day. These figures describe a small local jail. They are not a live population count, annual booking total, or yearly release count.
Ellsworth's custody map is unusual because the much larger Ellsworth Correctional Facility and its East Unit are also in the city. That makes precise agency names essential. A person can leave the county jail for ECF and remain confined in state custody. By contrast, release from ECF can mean parole, postrelease supervision, conditional release, discharge, or a transfer within KDOC.
Ellsworth Jail Versus ECF
The sheriff runs the county adult jail. KDOC runs Ellsworth Correctional Facility. The two systems keep different records and serve different custody roles. A county arrest, bond, short jail sentence, or local transfer starts with the sheriff and court. A state prison sentence, prison location, sentence computation, and state supervision status start with KDOC.
